A World Class E-Government: Singapore

E-government refers to the transformation of the business of the government such as processes, operations and transactions that is driven by the information technology. This can happen both internally (streamlined government administration procedures for greater efficiency and effectiveness) and externally (simplified, enhanced government-client interaction via online connections) (Tan, Pan & Lim, 2007). Singapore is a small country with a population of about four million with a small market and limited natural resources. Although Singapore’s position as an information gateway in the region has lead it to become a global hub which is attractive to many Multinational National Companies (MNC) (Chan & Al-Hawamdeh, 2002). Singapore is a leader in the electronic governance that has invited worldwide recognition. Singapore’s e-government offers 98% of all government services are provided online for businesses and the community. It is one of the first countries to have the Civil Service Computerization Program (CSCP). The above mechanism was followed by the e-Government Action Plans. These involved implementing as many public services online as possible, adding value to the e-services and providing a one stop service via the internet. Singapore has launched a iGov2010 plan in the aim of bringing the government a greater efficiency by integrating the back end processes of the government ministries and organisations. As per Tan, Pan & Lim (2007) it improves efficiency in terms of utilizing less time, effort and material resources while maintaining a constant level of output. There are two portals offered by the government of Singapore which are namely for the citizens and the businesses. The portal offered for the citizens is known as the eCitizen Portal which is the single entry point for the community to access the services provided by the government and private corporations. The portal is to be accessed by the SingPass which is given to the citizens and permanent residents of Singapore. It is the single online user identification called the Singapore Personal Access. Through this system they can access their own confidential information. Also through the e-portal the community can post any thoughts on issues they are currently facing. For example the extensions of the smoking ban or the country’s national climate change strategy. The portal offered for businesses involves the Online Business Licensing Service (OBLS). This is an one stop portal for government registrations and licenses required to conduct business in Singapore. Through this portal the applicant needs to complete only one integrated form for multiple licenses. The system provides consolidated online payment mechanisms for one-time payments for multiple license fees. This system has lead the processing time a business license to reduce from 21 days to 8 days saving businesses more than $2. million annually. Therefore the implementation of IT in the government has lead to an increase in effectiveness and efficiency in providing services to businesses. Another example of such is provided by Tan, Pan & Lim (2007) where the unprocessed tax returns accumulated in the Singapore income tax department resulted in administrative backlogs and dissatisfaction among taxpayers. The e-filing system in the Inland Revenue Authority of Singapore (IRAS) has lead to greater efficiency in the department and the use of back-end infrastructure to incorporate taxation calculations and regulations has improved its effectiveness. Question 1: Explore the two portals. What are the benefits to both the community and businesses? In Singapore, citizens have quickly warmed up to the e-Government services. Activities such as renewing road taxes and e-filing of income tax returns over the internet are now common among the community (n. a. , 2006). The main benefit for the community is the lessened administrative burdens they have to go through for payments, renewals and other services. The e-Government would lead to an improved quality of information with a reduction in the process time. It would also result in cost reduction for both the community and the ministries. These improved service levels would lead to efficiency where the community operating with the e-Government would be satisfied (Corsi, Gumina & Ciriaci, 2006). Another benefit that is enjoyed is the ability for the citizens to use their mobile phones to interact with the government services. There are many services offered by the e-Government in Singapore that is compatible with the hand held device. For example Housing Development Board and IRAS. Another benefit provided is the use of SingPass to access the individuals own MyeCitizen account. Having this unique SingPass would enable the privacy and confidentiality of the citizens. The users can personalise the portal and they have a variety of channels to choose from such as MyTravel, MyKids and MyCareer. Lastly the ability of the citizens to voice out their opinions is a great benefit for both the government and the citizens. Businesses have also benefited by the services provided by the e-Government. It is an increased efficiency and convenience to deal through the online platform. The offering of the Online Business Licensing Service (OBLS) allows the applicant to complete one integrated form for multiple licenses. The website provides the applicants with step by step guide which makes it trouble-free for the business to apply for licenses. By the OBLS the processing time of applications were reduced from 21days to 8days. This would be an efficient approach for the business where they can concentrate on other parts of starting up the business without a delay from the government authorities. Question 2: According to the chapter, there are six stages in the transformation to e-government. Which do you think Singapore is in? Why? In order for a transformation of a traditional government to an fully functional online government, there are six stages that are to be completed. These factors are explained in Wong (2000). Stage one is information publishing/dissemination which involves providing information on individual govermental departments by seting up their own website. It allows the community and businesses to choose from a range of services and contact for further assistance. By this activity the, the government departments would be able to reduce the number of phone calls customers need to make in order to clarify requests. Stage two is the â€Å"official†two-way transactions where the customers are able to submit personal information and conduct monetory transactions with individual departments through secure websites. At this stage customers should be convinced about the departments ability to keep the information private. Stage three is the multi-purpose portals. It involves integrating different departments. A portal allows the customers use a single point of entry to send and receive information and to process monetory transactions across many departments. Stage four is the portal personalisation where the customers can customise portals with their desired features. The goverment needs a much more sophisticated web programming that allows the interfaces to be user-manipulated. By the personalisation activity, the government can have a clearer read on the customer preference for electronic versus non-electronic service options. Stage fiveinvolves the clustering of common services where the customers now view the once-diparate services as a unified package through the portal. They tend to recognise group of transactions rather than than the group of agencies. Therefore the government will cluster the services along common lines to accelerate the delivery of shared services. Stage six involves the full integration and enterprise transformation. This is the stage where all departments across the government is integrated with technology. It would bridge a shortened gap between the front and back offices. Singapore’s e-government is in stage six in the Deloitte’s transformation model. E-government in Singapore has carried out Action plans since year 2000 regarding the accessibility, integration and providing value added services with one-stop service via the internet. There iGov2010 plan was launched in 2006 which involves bringing the e-government to a greater level of efficiency. This is to accomplished by back end processes across the entire government’s ministries. Question 3: What could other governments learn from the example of Singapore?  Despite the differences in Singapore and other styles of governments, there are things a country can learn from Singapore’s e-government experiences. Singapore has enjoyed political stability since independence in 1965 and the People’s Action Party (PAP) has been in government throughout that period. Due to the one party government system, there has been little or no disruption of policy implementation, which has enhanced the effectiveness of the delivery mechanism of public services. This stability has created well-organized institutions that help all stakeholders to adopt e-Services. Investments and master plans have leaded the success story of Singapore. For an instance in 2005,, the Singaporean government introduced a master plan to tackle security issues. S$38m (? 12. 3 million) will be invested in this plan to ensure a secure online environment. Incentives for tax-payers who submit tax declarations electronically, extensions of deadlines for those who are willing to declare their incomes electronically and lower fees for people who apply for their passports online are some incentives given by the government to promote e services and thereby an e governance. The social strengths of Singapore have been demonstrated by an educational system that produces a well-educated workforce to attract foreign direct investment (FDI). Not only developing its own pool of local talents, Singapore also recruits foreign talents to work in both the public and private sectors. Time saving, convenience and actual monetary savings are the main drives to pull e-Users to e-Services. In conclusion, one country cannot be a model of another country. But any country can be inspired by another. Singapore is a good example for other countries to open doors toward the success.

Issues Facing Prison Service

I consider the major challenges facing the prison service over the next 5 years, are preventing the introduction of drugs into prisons and managing prisoners with drug problems. Drug finds in prison doubled over the last 5 years, i. e. approximately 6 drugs finds per day in Scottish Prisons. 69% of the prison population report drug use compared to 8% in the community. Research has identified defined routes into prison. The main routes being visits, mail, prisoners on admission, over the wall, prison staff and concealed in clothing sent in.These routes are organised and concealed by individuals using illicit mobile phones, which are free from monitoring and provide real time direction. The prison service has the difficult task of allowing prisoners’ access to their families in decent humane surroundings, whilst at the same time preventing the introduction of drugs into the prison. Some prisoners` apply pressure on their friends and family to introduce drugs at visits; this may be done reluctantly and has serious consequences for the drug mule if he or she is caught.Basic tools such as observation, intelligence, CCTV out with the visit area and x-ray equipment can disrupt this practice, however, is not wholly effective. Items concealed in mail and include clothing sent in through the postal service, are well known to prison staff who routinely x-ray all items. This practice is risky for the small amount of drugs that can be concealed in these items. The searching constraints on prisoners on reception from court who have drugs concealed in body orifices is a difficult practice to tackle and can involve sizeable amounts of drugs being brought in through this route.Packages thrown over prison walls during exercise periods have become a profitable route of introduction. Prison staffs are advised not to intervene during this highly populated and sensitive period, but to monitor and deal with the recipients after the event; this allows the package to be secreted before intervention. Corrupt prison staff, for a variety of reasons i. e. debt, pressure or blackmail, introduce drugs, money mobile phones etc into the prisons. This relatively safe route is extremely problematic as the quantities involved are dependent on the reasons, nerve and desire of the corrupt staff member.For those participating in drug use in prison, there is a financial and health cost. Limited supply and high demand result in inflated prices. The debt incurred is paid for through a variety of means i. e. through canteen purchases, payments from families outside, selling or trading their own belongings or trading services i. e. inflicting violence on a nominated individual or acting as a drug runner, collecting debts or distributing drugs. The health costs are those associated with drug use i. e. lood-borne viruses from sharing equipment, anxiety, depression, paranoia, weight loss and malnutrition. Reducing drug introduction and managing drug users, are different sides o f the same coin and cannot work in isolation. These drug markets are associated with violence and intimidation, continued drug use in prison will increase the chances of dependent drug use when released. It is generally regarded that the take-up of treatment services in prison is correlated to the availability of drugs within the area.Increased security measures without adequate drug treatment programmes could be problematic. A robust clinical person centred detoxification scheme coupled with investment in a Counselling, Assessment, Referral, Advice and Throughcare service (CARAT) have shown to have a positive impact in drug use reduction. Drug free blocks, coupled with voluntary drug testing, have also shown to significantly reduce drug use amongst the population. Enhanced regimes which include employment and greater privileges have also proven successful.My recommendations to reduce the introduction of drugs into prisons and to manage prisoners with drug problems are as follows; * Nominate a Drug Strategy co-ordinator whose key role is to give equal weight to drug treatment and supply reduction measures within the establishment. * Have dedicated Drug Supply Reduction Teams. Motivated teams produce better results than less interested teams. * Improved liaison with local police, important for tackling all routes of external supply and should be included in the local prison drug strategy. Established prisons should move the prisoners to exercise areas away from prison walls. New builds should be designed to protect the exercise yard away from prison walls. * Security in and around the visit areas should be enhanced by the use of passive drug dogs, on site CCTV and trained motivated dedicated Drug Supply Reduction Teams. * Literature for visitors and prisoners on the impact, consequences and penalties of drug use and supply should be displayed and available for perusal. Passive drug dogs should be used in the searching of prisoner’s property, mail and acc ommodation area as a matter of course. * Cultivate a greater awareness amongst staff of the use and importance of intelligence reporting and feeding this into the National Intelligence Model. * Where possible block mobile phone signals, however the use of the Body Orifice Scanner System (BOSS) Chair should be used in all searches to detect plastic and metal. Identification and tracking of vulnerable staff should be addressed by the Drug Strategy Co-ordinator in collaboration with local police. * All prisons should have a person centred clinical detoxification scheme with recognition of the potential for misdirection and misuse of prescribed intervention. * Follow up and aftercare is as important as pharmaceutical detoxification, CARAT services with investment in staff is crucial to the effectiveness of work undertaken. Links and referral to Throughcare Addiction Services (TAS) will ensure continuity of treatment and care on release. Voluntary Testing Programmes provide support and i ncentives for drug users to remain drug free, resources should be allocated to continue the service. With skilful co-ordinated intervention, the reduction in drugs being introduced into prison will result in an increase in drug users seeking intervention. The challenge is to constantly review and adapt strategies to block new routes of introduction and to offer alternatives and support to those who wish to remain drug free.

When Arthur Conan-Doyles character, Sherlock Holmes surfaced, London in the era of Queen Victoria was an intriguing place to live. Many Victorians had little if no faith for the police in London, as they did not appear to be protecting the public. On the other hand, Holmes, who is an excellent detective, is well known for his use of logic and observational understanding to unravel complicated cases. He described himself as a consulting detective an expert who is brought in to cases that have proven too difficult for other investigators; we are told that he is often able to solve a problem without leaving his home. This is prodigious as Holmes was actually an amateur detective, not a member of the London police force. The purpose of this essay is therefore to show Holmes character and his relationship with the police. In some cases Holmes breaks the law, in others he does not. One example of when he doesnt is in Silver Blaze; Sherlock Holmes and Dr Watson pay a visit to their old friends the Baskervilles and find themselves in the middle of a mystery involving a missing horse and its dead trainer. Doyle reveals through his writing that Holmess character is very egotistical. This is shown many times throughout the story: I follow my own methods and tell as much or as little as I choose. Here, Holmes is being very demanding showing that he does not have much respect for other people; this is very shocking as Watson is not only a companion but most importantly a friend too. I think Doyle does this to ensure Holmes is referred to as a very dominant character in addition to being arrogant and making people feel small and unimportant. Doyle through his use of language creates Holmess character to have a greater intelligence over the police. Doyle uses sarcasm to show this: Inspector Gregory, to whom the case has been committed, is a very competent officer, were he but gifted with the imagination he might rise to great heights during his profession. This also shows that Holmes has no faith in the inspector in solving the case as Doyle uses the word might to show the sarcasm therefore implying that he has no hope for the police in cracking the mystery. This same egotistical behavior towards the police is also repeated later on when Holmes says See the value of imagination; it is the one quality which Gregory lacks. As this is repeated in his writing it reveals that Doyle is trying to emphasize Holmess views of the police as being incompetent. Furthermore, Holmes relationship with the police is very argumentative. Holmes is always mocking the police by acting witty. This is shown when Holmes says The inspector here has done all that he could possibly be suggested; but I wish to leave no stone unturned in trying to avenge poor Straker, and in recovering my horse. Doyle uses this sarcastic language to reveal Holmes true disrespectful manner and arrogance towards the police. In addition to that Holmes finds great pleasure in finding the clues way before the police are anywhere near. When the inspector says I cannot think how I came to overlook it, Holmes replies I only saw it because I was looking for it! Doyle, with the use of that language implies that Holmes was actually observing the murder scene, whereas the inspector did not think to do that. To Holmes, using his logic and observational understanding is general common sense, this is one of the reasons how Holmes makes the detectives feel incapable of their job in which they specialize in.

Design of Search and Rescue Helicopter

Design of Search and Rescue Helicopter Proposal:Search Rescue Helicopter This report highlights the design process of a SR Helicopter system that can rival the competitors in the current market. In order to do so SysML modelling methods have been used to allow us to get a better understanding of the system and the problem at hand. To do so further research was conducted on the leading SR Helicopter in the market, to get an understanding of what type of features are expected from the system. After conducting some requirements capturing, key design features are created for the SR Helicopter. This is done by refining the requirements given to us by the customer/stakeholders. Engineering characteristics are then found from the key design features and represented in the association matrix. This leads on to tradeoff decision that need to be made to optimize the system and satisfy majority of the requirements given by the customer/stakeholders. Systems Design for Helicopters Through this report, we will develop a system design for a military search and rescue helicopter (SR Helicopter) that can be used in missions that is in hostile environments. Following on from this we will conduct a competitive analysis of the designed helicopter to its competitors. The baseline for the new system will be using an existing military helicopter, the HH-60G. 1.1 Background of the HH-60G Pave Hawk The primary mission of the HH-60G pave Hawk helicopter is to recover personnel from hostile environments. In addition, the helicopter also executes search and rescue, medical evacuation, disaster relief, security cooperation, NASA space shuttle support and rescue command and control missions [1]. The HH-60G Pave Hawk has been used in the past for several operations, including the Operation Desert Storm, Operation Allied Force and many more [1]. They have also been used to provide emergency evacuation for U.S. Navy SEAL teams in their operations overseas [1]. HH-60G Pave Hawk has not just been used for military operations but also for helping when natural disasters happen. For example, when there was an earthquake and tsunami in Japan, these helicopters were deployed to provide search and rescue within 24 hours of the disaster [1]. This illustrates how resilient these helicopters are already, so using this as the baseline of the system will ensure that the new system will have a solid foundation. 1.2 Aims The aim of this report is to use system design modelling tools to design and analyse a search and rescue helicopter that met the customers requirements. 1.3 Objectives Conduct some background research on the current systems in the market Refine the requirements given by the customer/stakeholders. Use SysML tools to design and analyse the system. 1.4 Further research Current Features on the HH-60G Pave Hawk include: communication and navigation that includes integrated navigation, global positioning and Doppler navigation systems [2] [1] Satellite communications [1] Secure voice and Have Quick communications [1] Can fit up to 12 troops and six crewmen onboard [1] Automatic flight control systems [2] [3] Night vision goggles [3] Infrared system that allows the pilot to see in low level light (limited visibility) operations [3] [1] Weather radar [1] Anti-ice system on the engine and rotor blades [2] The HH-60G Pave Hawk includes equipment such as retractable in-flight refuelling probe, 7.65mm or 50calibre machineguns and a 3600kg capacity cargo hook. As well as a cargo hook the Pave Hawk also has a hoist cable that is capable of lifting a load up to 270kg from 200 feet [1]. Most of these features are upgraded from the UH-Black Hawk. Which just shows how the HH-60G Pave Hawk is the leading SR Helicopter in the market in this moment in time. 2.1 Narrative A military search and rescue helicopters (SR Helicopter) purpose is to be a quick responder to finding a missing person or people. Naturally it will mean that the helicopter will have to travel at great speeds to reach the area that the missing personnel is assumed to be. But sometimes the mission commander (person who is in charge of the search and rescue mission) will receive new information on the location of the missing or injured people, which will then need to be relayed to the crew in the helicopter. Once the crew reaches their destination they need to have the technology onboard the helicopter that will allow them to locate the missing or injured person/people. This ranges from night vision goggles to radio systems. In some circumstances the missing people will have radios on them, which can be used to hail the helicopter. When the person or people are located the helicopter must be able to retrieve them from any terrain and have the space to accommodate them. In addition the helicopter will be tasked to go into hostile environments, which can put the crew and the helicopter its self through a lot of stress. The stress could range from subzero temperatures, storms and even bullets in a warzone. Usually the helicopters will be armed with weaponry that will defend its self from incoming fire from the ground and air. 2.2 Use case Diagram The use case diagram is used to allow us to identify the key requirements in the system. In addition, due to the fact that this use case is used for behavioural modelling, it allows the user to identify actors, relationships and the system boundary of the system. You can see in the figure 1 that there are multiple actors (stick figures) involved with this system. Initially there is a lot more but they are out of our scope in this moment of time. The use case in figure 1 starts off with the operational requirement, which is Conduct search and rescue in hostile environments, which then branches of into 4 other essential requirements such as Operate in hostile environments and Travel at high speeds. Figure 1: High level use case Moving on, another use case diagram was created, as seen in figure 2, which highlights the remaining functional requirements. At this stage, the use case method sometimes highlights requirements that are derived from each other. For example, from Identify person/people imperil, three other requirements were derived; Identify personnel at night, Long distance communications and Identify personnel in low visibility conditions. Figure 2 Low Level Use case The next stage will be to identify all the different requirements and sort them into functional and non-functional requirements. 2.3 Requirements Identification A systems engineer will use requirements to validate the stakeholders needs are satisfied by the delivered system [4]. Therefore a systems engineer should be able to understand the problem in different layers of perception [4]. Requirements identification also helps the systems engineer to check if he is creating the right system for the stakeholder. 2.4 Organise the requirements by Type The requirements start off with an operational requirement, which highlights the highest level. Usually the operational requirement would be agreed with the primary stakeholder which is derived from the narrative provided earlier on in the report. As well as the operational requirements, the functional and non-functional requirements are then also derived from the narrative. To do this, the narrative is re-written a couple of times, refining the information till the engineer has a set of functional and non-functional requirements [5]. It is essentially an iterative process where the system engineer continuously analysis the requirements and refines each requirement until there is no ambiguity in them. These refined requirements are illustrated further down in the report, in 2.5 Requirements Model. For this scenario, the Operational requirement would be: Conduct a search and rescue operation in hostile environments. The Functional requirements for this scenario would be: Locate person/people imperil Identify person/people imperil Long distance communication Operate in hostile environments Operate in wet conditions Store medical equipment Low unit cost Non-Functional requirements: Fit injured personnel onboard Recover injured personnel from elevated height Operate in hostile environments Operate in cold conditions Operate under fire High operating range High cursing speed High max speed These requirements were then placed into a SysML Requirements table, which allows us to put the required information in a table format. This makes the requirements much more representable and allows us to add in information regarding the requirements, such as, high cruising speed: Shall be able to travel faster than 200mph. The others can be seen in figure 3. It is at this stage were the non-functional requirememnts are added, to ensure that all the requirements can be found in one place. Each requirement is then given a piority rating (under the colloum risk) according to the importance of the requirement. Pioritisation was decided off the combination of the customers needs and how much of an effect the requirement has to the overall operational requirements. Following on from this, the key design features were decided and justified. This a critial section for systems engineers when they are deciding the likely trade-offs. The pioritisation and justifications are what influences the decisions on which trade-offs will be considered. Taking into consideration this is when all people are healthy and not injured the stakeholders agreed that 8 injured people must be able to fit inside the helicopter. Non-Functional 1.4.1 Recover injured personnel from elevated height Shall be able to recover person imperil from an elevated height of at least 200 feet High The stakeholders wanted the system to have the cabalility to extract injured personnel from an elevated hieght. Non-Functional 1.5.1 Operate in cold conditions Should be able to operate at temperatures more than -30 degrees Medium The system must be able to operate in harsh weather conditions, which includes subzero tempreatures. The engines in the HH-60G Pave Hawk can operate efficiently in -30 degress [6]. As we are creating a system that should be able to rival the best SR helicopters out there, we decided our engines should be able to operate under the same conditions as the HH-60G Pave Hawk. Non-Functional 1.5.3 Operate under fire The fuselage shall protect the crew and vital mechanical parts from bullets less than a 50 Caliber bullet High As the stakeholder highlited the fact that this SR Helicopter would be used in the military as well as natural desasters, it is essential for the system to be able to withstand small arms fire and automatic weapons. This would be anything less than a 50 caliber bullet. Non-Functional 1.8 High operating range Shall have a range more than 650km High Currently the SR helicopter that has the smallest range is the black hawk helicopters, with the range of 592km. The coustmer stated that they would like the helicopter to rival thoes that are the best in the market as well as keeping the cost down, we decided that having the minimum 100km more than the lowest range out there, will give our system the competitive edge it needs. Non-Functional 1.9.1 High Cruising speed The cruising speed is more than 170mph Low Looking at the curising speed of the HH-60G Pave Hawk, which is at 184mph. This system needs to rival it as well as keeping the cost low. So the best way to do that is keep the cruising speed relatively close the to the Pave Hawk, but reducing it slightly to lower the costs. Non-Functional 1.9.2 High Max speed The max speed is more than 200mph High Looking at the max speed of the HH-60G Pave Hawk, which is at 220mph [1]. This system needs to rival it as well as keeping the cost low. So the best way to do that is keep the max speed relatively close the to the Pave Hawk, but reducing it slightly to lower the costs. Non-Functional 1.7 Low unit cost Unit Price shall be less than $40.1 Million High Analysing the market, the best helicopter (HH-60G Pave Hawk) has a unit cost of $40.1 Million. So keeping the price less than the Pave Hawk, will make it more appealing to the coustomers. Figure 4: Key Design Features Justification 2.5 Requirements Model (Relations) From the requirements table in figure 3, a requirements model was created showing the relationships between each requirement. As you can see in figure 5, all the requirements can be seen mapped back to the operational requirement. This shows the relationships between each of the requirements and how they are vital for the system to achieve its operational requirement. In addition, this tool allows us to highlight the requirements that are derived from other requirements. For example, in figure 5, requirement 1.5 Operate in hostile environments, has three other requirements that are derived from it. 1.5.1 Operate in cold conditions, 1.5.2 Operate in wet conditions and 1.5.3 Operate under fire. Something that should be noted is that these three requirements are not all functional requirements. Even though 1.5.1 is a functional requirement 1.5.1 and 1. 5.2 are both non-functional requirements. 3.1 SysML Block Definition Diagram (BDD) Block Definition Diagram is used to define the different types of physical units as well as intangible entities [7] [4] [5]. Furthermore, the BDD defines each blocks characteristic in terms of it structural and behavioral features [7]. The diagram can be used to plot the requirement constraints that have been identified previously in the report [4] [5]. Finally, the BDD allows the user to define the relationships between each block, for example the hierarchical relationships [7]. Figure 6 is the Block Definition Diagram for the SR Helicopter System, which as seen, has eight main blocks: Fuselage, Power Plant, Rotor Blades, Battery, Hoist Cable, Visual Software, Radio system, Armament. The Fuselage block is associated to two other blocks (which is represented with a straight line, that has no arrow at the end), Hoist Cable and Armament. The reason for this is because both the Armament and Hoist Cable is connected to the Fuselage. The reason for there not being a direct association line between these three is due to the fact that there is no signal flow between these subsystems. On the other hand, if we look at the Battery and the Fuselage there is a direct association line since the battery will power the lights and other electrical equipment inside the fuselage. In addition to the fuselage the battery also has a direct association line with the visual software, radio system, hoist cable and power plant. The reason for this is because all these subsystems need electrical power to work and carry out their operations. Each block has specific operations that it needs to carry out, in order for the overall system to achieve its goal. Visual software must be allow the pilot to locate and identify the person/people imperil (see requirement 1.1 and 1.2), in order to do so it has to have the capabilities to see in the dark, which means the subsystem needs to generate night vision display. By looking at the rest of the blocks it is now easily identifiable, of their purpose in the overall system and how each subsystem aids the overall system in achieving the requirements. 3.2 SysML Internal Block Diagram An Internal block diagram can be interpreted the complete opposite of the block definition diagram due to the reason that an IBD is a white box or internal view of a system block [4] [5]. The blocks in the BDD are represented in the IBD as parts. This just means that this diagram illustrates the flow properties between each subsystem. Figure 7 is the IBD for the SR helicopter system which can be traced back to the Block Definition Diagram in chapter 3.1. As you can see in figure 7, the power plant block has a port, which links to the Fuel flow property. This illustrates how the fuel is supplied from a different part of the system (Fuel Tank) that is outside of our scope. After receiving electrical power from the battery, the power plant (engines) can then ignite the fuel which then generates power. This power is then transferred to the Rotor Blades, which is not only represented with an association line but the Direction label indicates where the energy flow is going. So, from the power plant the power is going out into the rotor blades, which is then transferred into torque. This torque then generates lift, allowing the helicopter to fly. Moving onto another section of the diagram, the Fuselage has only one flow property, which is people. The reason for this is because the fuselage has one main purpose, which is to allow people to enter and exit the helicopter. Even though flow property is considered the flow of energy, in this case people are considered a flow of energy. The flow property people is then connected to the torque flow property of the hoist cable, as the torque energy lifts the people from the ground into the helicopter. Finally, if we continue analyzing the fuselage, you can see that the flow property is only linked to one other flow property, but there is still an association line between the fuselage and the armament. The reason for this is because we know that the armament in placed inside the fuselage so these two subsystems are connected, but as far as we know there is no flow of energy between them. Figure 7: Internal Block Diagram 3.3 Association Matrix In this section of the report we will explore the key design features that was provided by the costumer [5]. These key features are the ones that influence the system requirements significantly. To illustrate this, the key features were matched with its corresponding engineering characteristics, which allowed us to figure out the strength of their connection [5]. Figuring out the strength of their connection lead on to us deciding what the tradeoffs were. If we analyses figure 8, we can see that the engineering characteristics are categorized into five different sections: Helicopter Fuselage Amour Armament Power Plant The Helicopter category represents the whole system, which allows us to illustrate the relevance of each engineering characteristic with the overall system [8] [5]. For instance, the volume of the fuselage is affected by the height, width and length of the helicopter as well as the other engineering characteristics from the other sections. Looking at the Power characteristic, we can see that it is affected by weight of the armament, range and weight of the power plant, the material density of the amour and the weight of the helicopter its self. This indicates that this particular engineering characteristic needs to be taken into careful consideration when designing the system. Similarly, the Range of the power plant is also affected by a majority of the other engineering characteristics. Keeping these two engineering characteristics in mind, if we look into the key design features, we can see that Power and Range (of the Power Plant) affects quite a few of the key design features that are ranked at a priority of 5. Therefore, the tradeoffs we will be analyzing will be the ones highlighted in yellow. 3.4 Block Constraint Diagram From the previous section of the report (3.3), the key design features that have been chosen are Unit cost Figure 9, illustrates the Block constraint diagram created to determine the tradeoffs between the engineering characteristics. It does this by determining which engineering characteristic directly affect the key design features [5]. The blocks in figure 9 can be considered as functions, which is illustrated by the constraints subheading in the block. Using the, Unit cost 650km, the function of this is mathematically calculated with the combination of the variables; Fuel consumption, Fuel capacity, Weight, Engine Power, Helicopter speed and Air resistance. 3.5 Parametric Diagram Similarly, in a sequential viewpoint is used to help with the analysis of the tradeoffs. Figure 10 is a Parametric diagram which demonstrates the engineering characteristics that are used to calculate the range and unit cost functions [9] [4]. From the diagram and research, it became clear that if you increase the power of the engines the range of the SR Helicopter systems starts to decrease. Looking at the function of the unit cost, you can see that Engine Power is included in the function, meaning that if you decrease the Engine Power the unit cost will reduce with it. This illustrates the tradeoffs of the engineering characteristic and key design features. Further detail in how to optimize the tradeoffs will be done in the next section. Trade offs must be made to ensure that the system satisfies majority of the requirements that was stated at the beginning of this report. As stated in the previous section of this report (3.4), the parameters we will be focusing on when trying to optimise the tradeoffs are Motor Power, Unit Cost 650km. To illustrate where the optimal point will be between the three tradeoffs, a graph was created with all three parameters. Figure 11: Optimisation Graph The graph above indicates the area where the optimal tradeoff will be. This was calculated with the research information on the different engines that are used in the market and their outputs. You can see that two main competitors that were used, the UH-Black Hawk and the HH-60G Pave Hawk, are indicated with the red and blue lines. During the research, the motor power of each helicopter was looked up and compared to the range that they produced. After gathering enough data, a graph was created that would indicate the relationships between the findings. You can see that as the motor power increases the range of the engines start to increase after a certain point. In doing so the cost of the system starts to increase dramatically too. The report has explored how the current systems that are in the market, such as the HH-60G Pave Hawk and the UH-Black Hawk. Which allowed us to get a better understanding of what type of competitors the SR Helicopter will face. The next stage was to define the stakeholder and user requirements, which was achieved in the methods section. Creating the requirements table allowed us to verify and validate that we created the right system and the system that the customers asked for. To create the requirements table and other diagrams such as the BDD, IBD etc., SysML modeling languages were used, which allowed us to analys the system designed. Finally, the report comes to the following recommendations. Since the requirement was to keep cost as low but keeping the SR Helicopter in the competitive race in the market, the maximum cost for the SR Helicopter was reduced just below the Pave Hawk, at $38 Million. Reducing the cost meant that the motor power was also reduced, which in return reduced the range. The motor power didnt suffer that much on reduction but the range drop was more significant. Reducing the motor power by just 100 Shaft Horse Power meant that the range dropped from 900km to 730km. On the other hand, this is still acceptable as the requirements stated that the range had to be greater than 650km, which it is and with the shaft horse power being at 1,800 shaft horse power the engine can still reach maximum speeds above 200mph. The Path of Jacob Roberts It was a beautiful day, as far as beauty goes in Juneau, and it was a rare event for a mid March afternoon. Jacob Roberts lived in a small house on the Back Loop Road, surrounded by trees. It was a blue house with a two car garage and a wooden patio that jetted out from the north face, which made the house seem content in the atmosphere of tall pine and towering spruce. The property line encompassed nine-tenths of an acre, which included the front yard and a two minute walk into the woods. The trees in the yard were positioned to only permit the entrance of sunlight for about three hours a day. As a result, the structure was tinged with lime green mold and moss on every inch. The backyard was a thick forest that punished weary travelers with a constant shadow. Even on the brightest of days, in the forest, it looked like dusk. Running parallel to the north face of the house was an old road turned path used to cut through the trees and pop out near the Episcopal Church. From the church one could reach the road via a long winding gravel parking lot, and then head south for about a mile and a half to reach Floyd Dryden Middle School. This was the path of Jacob Roberts.   Ã‚  Ã‚  Ã‚  Ã‚   He was a quiet boy, but not by choice. He was quiet as the consequence of an abusive, alcoholic father who preferred the drink over the love of his family. Jacob was smart. Smart in many ways. The Franciscan Complex Introduction The Franciscan Terrane of central California represents an accretionary complex formed by long-term subduction of an oceanic plate under the Western margin of the North American craton. The Franciscan complex is composed of three distinguishable belts: the eastern belt (Yolla Bolly and Pickett Peak terranes), the central belt, and the coastal belt. Age and metamorphic grade of the belts decreases to the west (Blake and Jones, 1981). Formation of the accretionary complex began during the late Jurassic in the eastern belt and has continued into the Miocene along the western coastal belt. The complex trends NNW and is bounded by the San Andreas Fault to the east and by the coastal range fault to the west. The coast range fault separates the Franciscan complex with the partly coeval Great Valley sequence. Debate exists over the tectonic evolution of the Franciscan, centered around the geographic origin of the Franciscan rock units. Characterization of the Three Belts The coastal belt of the Franciscan Complex is composed of the youngest and least deformed units and makes up the western quarter of all Franciscan rocks. The rocks of the coastal belt are composed of arkosic sandstones, andesitic graywackes, and quartzofeldspathic graywackes interbedded with radiolarian chert (turbidite deposits) (Blake and Jones, 1981). These sedimentary rocks suggest a depositional environment of deep-sea fan systems with both oceanic and continental provenance. Parts of the belt show evidence of later metamorphism, principally due to subduction. Low-grade blueschist mineral facies are indicated by the presence of minerals such as laumonite and prehnite-pumpellyite (Blake and Jones, 1981). All rock units show evidence of thrust (imbricate) faulting due to the compressional forces of subduction. Ages of the coastal belt run from as little as 40 Ma (Eocene) to as old as 100 Ma (middle Cretaceous). The central belt of the Franciscan Complex represents older and more metamorphosed units of rock best characterized as a melange. Blocks of graywacke, greenstone, chert, limestone, and blueschists are sheared and thrust upon one another in a choatic mix (Isozaki and Blake, 1994). In contrast to the coastal belt, metamorphism is higher in grade here and dominated by pumpellyite which formed within the matrix of graywacke (Hagstrum and Murchey, 1993). The mixing of these units makes a stratigraphic subdivision difficult but analysis of the graywacke slabs indicates that the depositional environment was also deep sea, near to the continent. Turbidity currents in this environment deposited much of the sediment in both the coastal and central belts.

Roy Hobbs wanted to be the best baseball player that ever lived, who broke all the records, and when he went walking down the street he wanted people to say, â€Å"Hey that’s Roy Hobbs,the greatest player of all times.† He would have been excellent and could have played baseball for many years, but someone didn’t want that. He was shot and it injured him terribly. Hobbs finally made it back and was found by a scout and was sent to play for the worst team in the league. I like how Hobbs never gives up. He goes up against the corrupters, the seducers, and the glory destroyers. No one wanted to let Hobbs play because he was old, they thought he should be at the age to retire not to just begin. This book goes to show that you can do anything if you set your mind to it and if you want it bad enough. Hobbs proved everyone wrong. He was worst possible thing happened, he met a girl. He started getting distracted and it a effected his game. Hobbs let a woman mess with his head. When Hobbs would go up to bat, he usually hit a home run but when he met this woman, he started striking out. I guess you could say that she was bad luck. It is so significant in the lives of every people living in this world and it would not be an exaggeration to say that the existence of human being is fruitless without this. Education helps us to gain knowledge, think scholarly and apply knowledge into logical action for us to cope up with the problems, issues and challenges that our country is encountering in this present time, hence it is a holistic process and it continues through our life. The Philippines is facing various problems including high unemployment and low economic rate and at the same time the Educational System in the Philippines. Thus, the government is trying their best to improve the quality of education because they believe it is one of the solutions to solve this problem that is why Department of Education tries new strategies to improve the quality of education delivered to the students. The Department of Education had done so many surveys an d reports so that they will be able to deal with the needs of the people and society. In 1925, the Monroe Survey was passed to Department of Education stated that the secondary education cannot prepare students for life that is why they suggested students to have training in agriculture, commerce and industry. In 1930, the Prosser Survey was passed to recommend improving vocational education such as 7thgrade shop work, provincial schools, and practical arts training in the regular high schools, home economics, placement work, gardening, and agricultural education. In 1970, the Presidential Commission to Survey Philippine Education (PCSPE) suggested the implementation of 11-year program to improve the state of education in our country. They recommended the program to have a compulsory 6 years for elementary education and 5 years for secondary education or for high school. In 1991, the Congressional Commission on Education (EDCOM) Report (1991) was passedsuggested if one year would be added to our education program, it would either be 7 years for elementary and 4 years for secondary education or 6 years for elementary and 5 years for secondary education. This report supported the survey of Presidential Commission to Survey Philippine Education (PCSPE). In 2000, the Presidential Commission on Educational Reforms suggested the establishment of one year pre-baccalaureate system. In 2008, Presidential Task Force on Education discussed our education program should add two more years that other countries are implementing it and because of this discussion the K-12 Education Program was formed. In 2012, the government is now implementing this program offered to Grade 1 and Junior High School Students. K to 12 means Kinderga rten and the 12 years of elementary and secondary education. This model involves Kindergarten, six years of elementary education, four years of junior high school (Grades 7 to 10) and two years of senior high school (Grades 11 to 12). The two years of senior high school intend to provide time for students to consolidate acquired academic skills and competencies (DepEd, 2010). The study was designed for readers to cope up with the current issue and to have a clearer understanding on the implemented K-12 Education Program. This study is important for readers to have a knowledge why the DepEd implemented this program and to compare it with the previous program consisting of 10 years. Fortunately the researchers have come up with this study because this is the latest issue and many editors and writers argue about the effectiveness of K-12 on the newspapers and magazines. This study intends to know the Awareness, Knowledge and Attitude of the parents of Pedro E. Diaz towards the K+12 pro gram Implemented by the Department of Education recently. This area of education has a dominance over the usual educational systems as it puts more weight on thinking and reaching own self-explanatory conclusions. Foreign Literature Regarding knowledge, Palmer (1998) emphasized that people should acquire appropriate range of knowledge, understanding, and concepts about the environment so that critical judgment can be achieved. Further, experiences and reflection in the environment should be allowed to refine â€Å"environmentally focused skills, further relevant knowledge, and development of appropriate attitudes and environmental awareness† (p.146). Orr (1992) reflected upon the concept of forming attitudes in order to build on ecological literacy. Behavior is what people do, whether it is environmentally appropriate or inappropriate (Hernandez & Monroe, 2000).Behavior in general is supported by knowledgeand attitude but there is not a direct cause-and-effect progression from knowledge to attitude to behaviour (Monroe, Day, & Grieser, 2000 ). Awareness was studied along with environmental knowledge and concern by Hausbeck, Milbrath and Enright (1992).In this study the authors concluded that awareness and concern scores were significantly higher than knowledge levels.They linked this result with the fact that a primary source of environmental information is electronic media (NEETF, 1998, p.14), where as awareness and concern can be picked up with little substantive knowledge (p.31). Some predictors of environmentalism using the NEP 2000 instrument were: age, education, and political ideology (Dunlap, Van Liere, Mertig, & Jones, 2000). Rovira (2000) concluded in an evaluation of parents, that environmental consciousness might be influenced by social factors such as social position, age, and level of education. The awareness, knowledge, and attitude of the parents can de influenced with the socio-economic and educational factors. Morrone, Mancl, & Carr (2001) included socioeconomic status (SES) as one of four factors in a st udy related to ecological knowledge. Respondents from low SES did not perceive environmental threats as seriously as did other respondents. Low SES respondents also rated themselves as more informed about the environment than did students and minorities. â€Å"Parents play a vital role in the development and education of their children. Parents and families have the primary responsibility for the development of their children’s character, with the support of their school and community. In addition, research clearly indicates that good schools become better schools when there is a strong connection with parents as part of the learning community. Thus, parents play an important role within the school community, but also through the attitudes they help to shape, and the direct supports they provide to their children.† The researchers want to conclude that the knowledge, awareness and attitude of parents can have an impact on the acceptance of K+12 Education system that ou r government has now implemented. Local Literature The researchers would want to focus now about K+12. It has long been a popular notion that any attempt to lengthen the required number of years in basic education will be faced with a howl of protests, particularly from parents who will bear the brunt of additional expenses and students who will have to spend more years in school. I’m really searching to actively engage them towards a consensus because it would be pointless to come up with the program that is good objectively but is not acceptable to people. â€Å"So I always feel it’s important that we engage people. I think it’s a matter of explaining to them, but also engaging them because I’ve gotten some very good inputs and suggestions from people. So I think our task is to respond to their concerns and anxieties. K+12 program pg 9 K+12 aren’t meant to be the pill that cures the illness that pervades Philippine education. The most obvious component is the additional two years that will be added to the basic education cycle (that and the inclusion of universal kindergarten). For President Aquino, k+12 will give public schoolchildren â€Å"an even chance at succeeding.† In the long run, it is the educat ion initiative that supposed to open doors for economic advancement to young Filipinos. This envisioned becoming one of the Aquino administration’s most significant accomplishments towards producing a highly-skilled and educated citizenry and building a more robust economy. If substantial improvements in the quality of public basic education can be introduced through k+12 the department argues, our country’s gross Domestic product can increase by 2 percent. It has also been pointed out that k+12 can help spur the entrepreneurial climate in the country. Ultimately, therefore, K+12 hopes to go beyond lengthening the basic education cycle. It hopes to empower our students, allowing them to complete more effectively for jobs abroad, have their academic credentials recognized automatically in other countries without the benefit of tertiary education. Among the 115 Unesco member-states, the Philippines os said to be one of only three countries (the other two being Djibouti a nd Angola) that maintains a 10-year pre-university education system. Proponents argue that shifting to a 12-year basic education cycle will give more time for teachers to teach a subject and for students to absorb what is being taught in school. The introduction of k+12 is thus envisioned to help solve some of the most pressing problems facing Basic education: low achievement test scores, a congested curriculum, and the inadequate preparation of high school students for work and college. Deped has pointed out that our 10-year basic education system produces graduates below the age of 18, which means they are too young to eitherenter the labor force or start a business on their own. K=+12 program pg.11 By 2020, the Philippines will join the APEC Trade Regime. Before these two events happen, we have to prepare our graduates to be globally competitive. There are no other alternatives but to align our degree programs with those of other countries.† This is the main reason that the members of the Presidential Task Force for Education (PTFE), particularly CHED, are rushing the addition of at least one more and even two more years to our education cycle. All other countries in the world have 15 or 16 years of education from Grade 1 to undergraduate graduation. The Philippines has the shortest education cycle in the world (only 10 years of public basic education and usually only 4 years of undergraduate education, for a total of 14). European countries have 12 years of basic education and 3 years of undergraduate education. The United States and Asia-Pacific countries have 12 years of basic education and 4 years of undergraduate education. (Myanmar is an exception because it has only 11 years of basic education before 4 years of undergraduate education. India is also an exception, because it has only 3 years of undergraduate education after 12 years of basic education.) Mutual recognition of qualifications and degrees will be undertaken by ASEAN countries and the rest of the Asia-Pacific region. Thus, HEIs [Higher Education Institutions] must prepare for it now. The qualifications of our graduates must be improved to meet our development goals. Isagani R. Cruz pg.103 A good example of how equivalencies work is the Washington Accord (1989), an international agreement that specifies that a professional engineer must have gone to school for at least 16 years if she or he wants to practise in another country. With only 10 years of public basic educat ion and even with 5 years of engineering, we are still one year short. Another often-cited international agreement is the Bologna Accord (1999), which specifies that professional accountants, pharmacists, physical therapists, and so on should have at least 3 years of undergraduate education in addition to 12 years of basic education. Again, our 14-year education cycle is one year short. In fact, since most Filipinos want to live and work abroad anyway, there is no reason to think that ensuring employment abroad through equivalent local education will be met with resistance. The answer is simple: students and parents cannot afford the extra year of food, clothing, shelter, and lost income. Isagani R. Cruz pg.104-105 Fortunately,we have a Philippine best practice to guide us in this matter of length versus content. When De La Salle University shifted from a semestral to a trimestral system in 1981, teachers had to rethink their syllabi. It was not just a matter of teaching 18 weeks’ worth of material in 14 weeks. That would have been not just impossible, but pedagogically unsound. The expected learning competencies per subject, and therefore the entire curriculum, had to be revised. It is, therefore, not just a matter of saying that there should be a Grade 7 or a Fifth or Sixth Year High School or a Pre-Univ ersity Year in college. Just as important as the decision on when to add the missing year or years is the decision on how to change the entire curriculum to make it rational and effective. Isagani R. Cruz pg.108-109 It is also clear that we cannot add the missing year to elementary school, because we would have to wait 7 years for a Grade 1 student to finish Grade 7, 4 more years to finish high school, and 4 more years to finish college. Isagani R. Cruz pg.111 CHED wants to solve a problem (the lack of years) of basic education through higher education. That, of course, seems inappropriate, because CHED is not supposed to worry about basic education. The second thing is to understand that the extra year should focus on subjects that will prepare the student for college work (â€Å"college† as defined by Harvard and Oxford). Isagani R. Cruz pg.112-113 The Presidential Task Force for Education (PTFE) has hit upon the correct solution to this mismatch. It recommends that we shou ld not expect everybody to go to college. The PTFE recommends that high school graduates be streamed into either college or technical-vocational (tech-voc) programs. For tech-voc, our current ten-year basic education cycle is enough. With some improvements to be brought about by moving some college General Education Curriculum (GEC) subjects down to high school, the public school system should be able to prepare students to go into a tech-voc program that may take anywhere from one to three years. Everybody goes through six years of elementary school and four years of high school (plus preschool and kindergarten, where feasible). This is the DepEd cycle as we now have it. After high school, everybody takes an exam. Those that pass the exam may go to the university stream. Those that do not pass the exam may go to the polytechnic stream (polytechnic sounds much better than tech-voc). The Final Report of the Presidential Task Force for Education (PTFE) contains several recommendations to reform our educationalsystem. Many of these recommendations are not new, but were widely discussed and agreed upon in earlier surveys, such as the Congressional Commission on Education (EDCOM, 1992) and the Presidential Commission on Educational Reform (PCER, 2000). Cruz pg.114-115) There are numerous questions concerning the issues and problems existing in the Philippine Educational System as to how we can resolve it the best way we could to attain that kind of quality of education we have been searching and longing for. Where do we begin and how do we respond to such? Public schools are the building blocks of our societies. They can be considered our foundational instruments. Although these venues o f learning play significant roles, they are unable to provide the best they can, due to their numerous flaws. As I’ve gone through different readings and researches, questions were arising in my mind as to what solutions are applicable in addressing the problems about the quality of education, affordability, budget, mismatch, integration of sex education in the curriculum, R.A. 9710 (Magna Carta for Women) and other concerns which are somehow related to it. I will always stand for what I believe in according to my observations that we have good guidelines and policies on education but what is lacking is the ability to implement such in accordance to the needs of every school, majority of which belong to the public education system. In fall 2005, 757,116 students wereenrolled in grades K-12 in Colorado’s public schools, ranking 22nd in the country in terms of total state K-12 public school enrollment (NEA 2005). Researcher Tom Mortenson of Postsecondary Education Opportunity calculates a ninth-grade student’s â€Å"chance for college† by age 19 in each state and nationwide by combining high school graduation rates with rates of student college-going. In Colorado in 2004, a ninth-grader had a 42.2% chance for college by age 19. Nationwide, the chance for college is just 38.1% Colorado ranks 15th on this indicator. Of the peer states used in this report, only Minnesota ranks higher, with a chance for college of 54.6% (Mortenson, 2006).In 2002, 57.3% of high school graduates in Colorado continued directly on to post-secondary education. This is slightly higher than the national average of 56.6%. In a study conducted for the Department of Local Affairs, researchers convened directors of Colorado’s regional Workforce Investment Boards. These officials reported difficulty finding qualified applicants for both entry-level and skilled positions, and concerns about a lack of basic skills in the workforce (Blansett and Gershwin, 2005). According to the conclusion of Learning Together: Assessing Colorado’s K-12 Education System conducted by Center for Education Policy Analysis at the Graduate School of Public Affairs and University of Colorado at Denver And Health Sciences Center, Colorado could and should be doing better in educating K-12 students. Notably, t heir state’s struggles with educating traditionally at-risk students has resulted in student achievement and high school graduation gaps that are among the largest in the country. If they were to make substantial progress on closing these gaps, their achievement statistics would quickly rise to the top. Many of their peer states face greater challenges than they do in terms of state-wide poverty and diverse student populations, yet they have managed to find greater success with closing gaps. Until Colorado finds the collective will, the leadership, and the resources to solve this problem, they will continue to be average when they could be outstanding. Local Studies The 1987 Philippine Constitution puts special premium on education and accords it with the highest budgetary priority. Article XIV, Section 1, in particular, explicitly provides: â€Å"The State shall protect and promote the right of all citizens to quality education at all levels.† Article XIV, Section 5(5) clearly mandates the State to â€Å"assign the highest budgetary priority for education.† However, despite these constitutional guarantees, current performance indicators showed a dismal picture of the quality of education in the country. Participation rates have worsened; dropout rates remain high and the Philippines continue to perform poorly in both national and international assessment tests (Policy Brief, 2011). As a response to this issue, the DepEd is pushing for the passage of a law that will implement the so-called K to 12 program, which will institutionalize pre-school and add two more years of high school in the country’s basic education cycle. However, in light of the tight fiscal situation and the mounting demands coming from all other sectors, the increasing cost of living and the additional burden that this measure will entail particularly for households, it is important to determine whether K to 12 is a viable and critical program that needs to be pursued (Ibid, 2011). Philippine Business for Education (PBEd), a group of top businessmen who are pushing for education reforms, welcomed government’s strong resolve to finally put in place a decades-old proposal for a K+12 basic education cycle. â€Å"The K+12 gives to the masses the extra years of schooling that for many years has only been available in private elite education institutions. Studies have shown that every additional year of schooling improves the income potential of a student as she/he enters the world of work† (Malipot, 2010). The government wants to improve the quality of education not only for private education institutions but also for the public education institutions in the Philippines and as a result of that, the country will have higher employment rate. However, the problem that can arise from the implementation of K+12 education system is the acceptance of the parents. It has long been a popular notion that any attempt to lengthen the required number of years in basic education will be faced with a howl of protests, particularly from parents who will bear the brunt of additional expenses and students who will have to spend more years in school (Educator Magazine, 2011). The government is trying different strategies on how the parents will have awareness and knowledge on the K+12 Education Program. â€Å"[Former DepEd Secretary] Br. Andrew Gonzalez used to say, ‘I’m reall y searching to actively engage them towards a consensus because it would be pointless to come up with a program that is good objectively but is not acceptable to people. There should be political will, but it’s not like we ram things down people’s throats. You have to win them over, you have to explain-that’s a very long process† (Ibid, 2011). Luistro qualifies. â€Å"So I always feel it’s important that we engage people. I think it’s a matter of explaining to them, but also engaging them because I’m gotten some very good inputs and suggestions from people. So I think our task is to respond to their concerns and anxieties† (Ibid, 2011). After two months of regional consultations, Education Secretary Armin Luistro revealed that the proposal was able to get support from 1,274 out of 1,417 participants or 77 percent in the 17 regions. Among the stakeholders, DepEd found that the most supportive group is the students. The program got 100 percent support from Regions IVA, IVB, V, VII, VIII, XI, and XIII (Caraga).But Luistro admitted that there are still many sentiments against it. Stakeholders in Region IX, for example, presented a lot of concerns and reservations. Out of 45 attendees, only six or 13 percent showed support to the program. In the NCR, the K+12 Education program was able to get support from 67 out of the 94 participants or a grade of 71 percent (Malipot, 2011). CHAPTER 3 RESEARCH METHODOLOGY This chapter presents the research design, sample and sampling technique, instrumentation and statistical treatment of the data used in the development of this study; the most convenient and precise methods were used that enabled the researchers to obtained functional information. RESEARCH DESIGN AND METHOD For this study â€Å"A Study on the Level of Awareness, Knowledge and the Attitudes of the parents of Pedro E. Diaz High School on the k+12 Program of the Department of Education†, the researchers used Quantitative approach. In Quantitative research, the process is formal, objective and systematic in which numerical data are utilized to obtain information about the world. Moreover, this study is descriptive in the manner of interpreting the data. As pointed by John W. Best, in descriptive research, the variables and procedure are described as accurately and completely as possible so that the study can be replicated by other research. Thus, the researchers used the Quantitative – Descriptive Approach and Design since it lent itself to the identification of the actual conditions relative to the K+12 curriculum and the relationship of the respondents with the recurring situation. The research method used in this study was Survey Questionnaire Method. Survey Questionnaire m ethod according to Cruz et.al. (2011) is a set of questions, which is intended for the problem to be answered by the respondents. This is usually accompanied by clear and concise directions, which are sent to the respondent by mail or hand carried. This method is relatively simple and inexpensive for it requires small staff to handle it. A standard set of questions can be prepared and the respondents may feel a greater sense of freedom to express views and opinions because their identities are not known. For this study the parents of Pedro E. Diaz an answer the questionnaire with privacy at their own convenience. Sample and Sampling Technique For this study, the group used probability technique specifically the random sampling in deriving or in determining the sample of this study. In random sampling, this is done by getting a certain percentage of the population to be included in the study. In this research 25 % of the total population is used. In relation to this study, the parents of Grade 7 students, randomly selected, from Pedro E. Diaz High School were the Study sample. Research Instrumentation The instrument that was used in this study to gather pertinent data needed in this study is survey questionnaire. The survey questionnaire was developed by the researcher anchored with the research objectives. The items were organized based on the Level of Awareness, Knowledge and the Attitudes of the parents of Pedro E. Diaz High School on the k+12 Program. The survey questionnaire consists of the following: Demographic Profile, Respondent’s Socio-Economic Profile, Level of respondent’s Awareness on k+12, Respondent’s Knowledge on K+12 and Attitude(s) of Respondent on K+12. Data Gathering Procedure The researchers asked permission to administer the questionnaire checklist from the school authorities concerned which included the Principal of Pedro E. Diaz High School. After the approval of the authorities concerned, the researchers distributed personally the questionnaire to 50 parents on July 2012. The questionnaire checklists were therefore administered to all 50 parents. The retrieval of the instrument was through one week after the questionnaires have been distributed. With the fully cooperation extended to the researchers by the teachers the 100% of the distributed instrument was retrieved. Statistical Treatment of Data The researchers used the random sampling technique to the get respondents. The 25 % of the population is used, thus: Population = 200 parents Population x 25 % = 50 respondents The data was obtained was tallied and tabulated. Tables and figures were used to illustrate the data gathered for presentation, interpretation and analysis. All data obtained from the responses to the questionnaire-checklist were collected and tabulated after which they are statistically treated using this percentage and weighted are on rank order. CHAPTER 5 CONCLUSIONS AND RECOMMENDATIONS This chapter shows the conclusions and recommendations of the researchers. Conclusions After doing the survey to the selected respondents, the researchers arrived at the following conclusions: 1. Most of the respondents are aware of the K+12 Program regardless of their educational background. 2. The main source of the information to the program is through television and many from the respondents are aware of the additional 2 years to the basic education curriculum. 3. Most of the family of the respondents is having an income that is not enough to sustain and support the additional years for education. Recommendations: The researchers recommended the following: 1. The respondents for the future researches should be more than on this previous study. 2. The respondents must be categorized properly to get a reliable information from Filipino families. 3.
